The house is similar to the shack for sale in Imperial City, but has twice the floor space. It is also a good base of operations if a Thieves Guild member, as Luciana Galena, Thieves Guild fence, lives above.

Bruma

The Bruma house is a medium sized building with a second floor and a cellar. It can be purchased from Countess Narina Carvain for 10,000 septims if you she has a disposition of 60+ toward you.

The house is bought through a dialogue option, but will not appear while the ‘Lifting the Veil’ quest is active.

The Bruma house is the immediate right when entering the town through the east gate and is a short distance away from Thieves Guild fence Ongar the World-Weary at the Olav’s Tap and Tack.

Cheydinhal

For 15,000 septims, you can own a luxurious stately Cheydinhal home, in a prime spot, Mages Guild adjacent. Speak to Count And

el Indarys when his disposition is 60+ to purchase.

The main draw of the property is the neatly ordered storage: Crates, barrels, wardrobes, chests, bureaus and shelves, all conveniently laid out on the second floor around the staircase and in the bedroom.

Chorrol

‘Arborwatch’ is the Chorrol’s house for sale in Great Oak Place (the place with the great oak), beside the Mages Guild hall. It costs 20,000 septims to purchase, but has three floors in total, including a servant’s quarters and a master suite. The price also reflects the value of Chorrol property, it is one of Cyrodil’s places to be (according to townsfolk).

Talk to Countess Arianna Valga at Castle Chorrol to buy the house. You’ll need a disposition of 70+ as well as a fame of 12+, so you will have to complete some quests beforehand. Successfully completing the ‘A Shadow Over Hackdirt’ quest will help with prices of upgrades as Seed-Neeus (whom you purchase upgrades from) will have a disposition of 100+ afterward.

Imperial City

Located in the Waterfront District, is the Imperial City shack for sale. Unfurnished, it contains a bed and no storage containers. The container outside is unsafe for storage. The shack can be purchased for 2000 septims from Vinicia Melissaeia in the Office of Imperial Commerce.

The main use of the shack is its proximity to the city as well as being useful for avoiding guards if there is a bounty on your head as it is not within the city walls. A character wishing to avoid guards could fast travel to the nearby Dzonot caves and then swim to the shack.

Leyawin

It’s arguable the Leyawin house is worth the 7,000 gold it costs. Situated in the east of town, next to the castle, it’s bigger than the shacks on sale, but still quite dilapidated, especially when compared to the opulent houses of the neighbours.

Speak to Count Marius Caro to purchase when his disposition is 60+. At 3,000 coins more expensive than the Bravil Shack and only slightly bigger, the Leyawin shack is something of a questionable purchase.

Skingrad

Rosethorn Hall is the biggest and most expensive house available in the game. Located in northern Skingrad, it costs 25,000 septims to

buy, from Shum gro-Yarug at Castle Skingrad if his disposition toward you is higher than 60 and you have a fame of 15+.

Rosethorn Hall is initially occupied by Vandorallen Trebatius, but he is behind on his rent when the house is purchased and is ‘evicted’. Rosethorn Hall has four floors including the cellar. Among the upgrades are a live in maid with seemingly infinite supplies of food and drink to present you with,

So it turns out, 'how to buy a house in Oblivion' is as simple as handing over gold (and sometimes being famous, and occasionally performing an exorcism), you don't even have to go through the documents, though I wonder about the legality of that. I definitely feel less immersed in role playing games when I don't get to look over ye olde lease.

As the Cyrodiil's Mages' Guild has banned the use of necromancy throughout its membership, no self-respecting mage, including your character, practices the dark art. Throughout your journey in 'The Elder Scrolls IV: Oblivion,' you'll frequently encounter necromancers who raise the dead using evil, cursed magic, giving you a glimpse of the power you can't wield. Although there is no way to join the necromancy faction as a player without the use of mods, you can build a character that uses a very similar magic style. In fact, reaching 70 skill in Conjuration causes people to comment that you 'smell of death.'

Important Attributes to Consider

Although any character regardless of race can learn the art of Conjuration, some races are more proficient in it than others.
Breton: The best race for Conjuration magic are the Bretons, thanks to the 10-point Conjuration skill bonus they start out with.
High Elf: If elves are more your cup of tea, go with the Altmer race, known in-game as a High Elf, for half the bonus. When selecting the rest of your attributes, aim for Willpower over Magicka; while you may want more of the latter to increase your mana pool, it's more important that your minions and skills are powerful.
Alternative: If you've already created your character, you can either start over or use console cheats to improve your attributes.

Creating Spells That Mimic Necromancy

Once you leave the sewers for the first time, you can head straight for any major town, speaking with the head of the Mages Guild to join. After joining, you can create your own spells: This is the heart of your journey to matching the other necromancers.
Beginner Spells: For starters, you can create spells with effects like Summon Skeleton or Summon Zombie, both of which summon undead creatures; the only difference between these spells and true necromancy is that you don't have to sacrifice someone to get your minion.
Advanced Spells: Additional creatures you can summon include a Headless Zombie or a Skeleton Champion, which are stronger than their counterparts. The strongest creatures you can summon at Master Conjuration include Dremora Lords and Frost Atronachs.

Improving Textbook Learning

Casting created Conjuration spells functions as practice: Your Conjuration skill increases each time you cast a spell. Your Conjuration skill displays as a number from 1 to 100; the closer you are to 100, the better you are at the skill.
Beginner Trainer: To help you advance your skill quicker, there are a few trainers you can speak with at certain levels of expertise; when you're just starting out, give fellow guild member Sulinus Vassinus in Skingrad a heads-up, and he'll teach you what he knows.

Warning: Even casting a spell with a harmless element, such as Fear, on people in town is considered a hostile action: The guards will set a bounty on you for assault at the minimum -- at the maximum level, expect only death. If a spell you cast causes someone to die, expect the full 1,000-gold murder charge to appear.
What to do: To level up your spells safely, stick to the uninhabited forests between towns, or seek out hostile enemies and wildlife to let your creations have a taste of combat.

Necromancy Mods

The only way to become a true, bonafide necromancer in 'Oblivion' is to install a mod. Several mods add a necromancy faction to the game that the player can join; each mod will have different consequences or benefits. For example, Mysterious Bear's mod lets you build a lair while Dan's Necromancy mod allows quest-related NPCs to die. Some mods, like The Dark Arts Initiative, enable you to truly embrace your evil side by capturing townsfolk and turning them into prisoners.

The Shack in the Waterfront District
Shack for Sale is a house for sale on the northwest end of the Imperial City's Waterfront District.
The shack can be purchased from Vinicia Melissaeia in the Office of Imperial Commerce for 2000 gold, and the five upgrades can be purchased from Sergius Verus at Three Brothers Trade Goods for 400 gold base cost per upgrade. Without any upgrades, the single-room shack contains only a bed, a chair, and a table. Though it is rather run-down and tiny, it can be a very convenient home due to its proximity to the Imperial City. If you incur a large bounty and wish to avoid guards, you can also fast-travel to Dzonot Cave and then swim here, as it is not inside the city's walls.
The dining area upgrade adds a bookshelf to the northwest corner and a rug under the table in the southwest corner, as well as three tomatoes in a bowl on the table.
The kitchen area upgrade places a food cupboard in the southwest corner and a rug in front of the door. This upgrade can be stolen from Stantus Varrid's private chambers or Tertius Favonius' house.
The sitting area upgrade adds two chairs—one by the table and another in front of the fireplace along with a small table.
The storage area upgrade adds two chests of drawers that contain clothing—one at the foot of the bed and another in the northeast corner next to the fireplace—and a clutter chest on the other side of the fireplace. This upgrade can be stolen from Luronk gro-Glurzog's basement or Marinus Catiotus' house.
The wall hangings upgrade hangs three tapestries on the walls and a painting above the fireplace. This upgrade can also be stolen from Stantus, Tertius, or Luronk.
The crate outside the house does respawn, and so is not safe for storage.
