I dont have wifi at home so I went to my friends house to download the Nuka World DLC on Fallout 4 on PS4. I played it at my friends house for a little bit then went home, and the DLC wasnt there anymore how do I play it without wifi?

I assume when you mean no WiFi, you really mean no internet. From this website (I know its for a different game, but its a similar situation), the user found that they needed to be online in order for Playstation to verify that they own a license for the DLC. Its kind of a DRM protection that Playstation implements.
Just got off the horn withe customer service. Looks like I'm forced to go online each time to validate the license for the DLC.

So since you aren't online, the DLC's license cannot be verified, which is making it not show up.
I found one potential solution for this. On yet another site that discusses this issue (for yet another game), someone mentioned that registering your Playstation will allow you play DLC offline. They left a link on how to do this.
It looks like the way to do this is the following:
The first time you sign in to PlayStation™Network, you normally choose to activate your system. To activate your system after you first sign in, select (Settings) > [PlayStation Network/Account Management] > [Activate as Your Primary PS4] > [Activate].
You can try this, but if it still doesn't work, it looks like you'll need a constant internet connection to play the DLC you purchased.

Solution I just found for the same issue, use phone as mobile hotspot, activate mods/dlc/add on, start game. You can turn off the hotspot after it's going.

Bethesda VP Pete Hines has made clear whether Fallout 76 will ever feature an offline option; a clear ‘no’. Responding to a fan question on Twitter, he explained the reason why, and also clarified some minor details about the upcoming open beta. Fans hoping for a Fallout 76 offline option may be in for some disappointment. However, the game will still feature a single-player mode post-launch.
There Won’t Ever be a Fallout 76 Offline Option
Hines was asked on Twitter whether Fallout 76 would ever allow for an offline game; whether at launch or at some point in the future. His answer was no. Because the game operates on online servers, it would be impossible for it to facilitate an offline game. As he says, the odds of Bethesda re-engineering the game to operate via individual clients is extremely slim indeed. Such a change would require an enormous amount of work.
it's a server based game. I don't see us completely re-engineering it to somehow be an offline game that is entirely client based.

However, that is not to say that the game will always be multiplayer. While the game will need to be online, Bethesda has announced plans to implement single-player servers at some point after the game’s launch. Primarily designed to facilitate modding; the servers will also allow players to enjoy Fallout 76 without encountering other players in their world. The game is, of course, a primarily multiplayer experience. However, it’s good to know that Bethesda appreciates that many of their long-time fans may prefer to experience the game in single-player.
In a separate exchange, Hines was asked whether Bethesda has yet given out the dates for the upcoming Fallout 76 open beta. The studio has stated that it will launch in October. Hines’ answer clarifies that; Bethesda has yet to announce any exact dates. Bethesda has made clear how fans will gain access to the open beta when it does launch; any player who preorders Fallout 76 is eligible to participate in the open beta. However, Hines also states that the dates will only become public knowledge; “Once the team feel comfortable that the dates are set.”

Bethesda's free-to-play mobile game Fallout Shelter landed on PC last year, however required you access its Bethesda launcher to play. That changes today, as Fallout Shelter is now free-to-download for Windows 10 as a 'Play Anywhere' game in conjunction with Xbox One consoles.
Available from the Windows Store, keen vault builders can now switch seamlessly between their PCs and Xbox consoles, should they desire, sharing saves, progress and achievements as they go. The Windows 10 iteration doesn't appear to bring anything new to the post-apocalyptic table above and beyond last summer's release. It does, however, have a new trailer.

The update isn't really 18GB, it's just that there is 18 Gb of update data all together and the ps4 has to look through the data to verify what you need then it downloads what you don't have. I first mucked around with Fallout Shelter when it came to Android in mid-2015 and to be honest I wasn't very taken by it. It felt like a cheap mobile cash-in that I did not feel compelled to invest real life money in by way of micro-transactions. When it came to PC last year, our Jared—having spent some time in the mobile game—took it task.
'As you might expect, the experience on a PC is both similar and strikingly different than using a tablet. (I never tried Shelter on a smartphone, due to the cramped screen size.) You can use a touchscreen display for some things, but pinch-to-zoom isn't supported, which is a pretty significant omission,' says Jared. 'The mouse does work fine, though, with the scroll wheel zooming in and out. Using a mouse instead of a touchscreen doesn't quite have the same feel, but on a larger display I imagine lifting my arm would get tiresome.'
Jared adds: 'Having invested 150+ hours into the Android game, switching to PC makes me want far more depth than what Fallout Shelter offers. It's a fun diversion, but it's mostly a diversion I've played with when I'm away from my PC. If you've never tried the game on mobile devices, it might hold your interest for a bit, but like many F2P games with micro-transactions, there's a lot of waiting involved. Personally, I'd rather be playing Fallout 4, but at least this one is free.'

I don't want to see any of this non-sense in the new Fallout game, as it will ruin my personal game-play experience. I prefer being enclosed in the fallout world by myself, and I prefer to 'talk' to my friends about where I'm at and what I'm doing.
I hated the vehicles in Tactics, although that's a whole other story, isn't it, because of it no longer being in the Fallout lore(side note the Fallout 2 car was awesome). I think adding drivable vehicles into Fallout 4 will also ruin a big chunk of experience with the game's atmosphere and the way it plays.
I hate Multiplayer in games, due to the fact I'm always getting my ass handed to me on a golden platter by some Robinsons Ribena drinking kid on his PC elite throne. (Back to the point) I've noticed that maybe it might not be competitive if it did feature Multiplayer, although Multiplayer is still a hunk of s**** and so are the games that 'only' feature it.
Although I do take that back MMORPG's are great! Although an Online Multiplayer Role-playing game will suck.
This post has been very negative and quite childish, looking back at it. Although I'm trying to get my point across, I hate these rumors and if they are true, go suck it.
I would also like to mention, if you're going to slack this post of with an explanation like; 'He doesn't know what he's talking about', 'He probably doesn't play a lot of games'. I in fact do play tons of games, hell the Fallout series is one of my most loved, along with Doom, Duke Nukem and other titles..

I want to be able to explore with 1 or more friends if i wanted to. i.e meeting them in a completely different area (private multiplayer map) with whatever i bring with me via teleporter.

I agree on the multiplayer at least, a singleplayer RPG franchise doesn't need multiplayer unless it's an MMO. Otherwise, it's just tacked on and a complete waste of time. As for the vehicles.. I'm open to new avenues. While I don't want to see them at Tactics level, I wouldn't mind added small stuff like motorcycles and dune buggies kind of like what rage did but on a smaller scale. Hell, maybe they could implement something akin to the Highwayman, but they need to be extremely limited. Multiplayer in Fallout 4 would be awesome. If you don't want to play with a friend or two, don't. Easy. The game should be able to be played fine both ways. Certain vehicles would be nice (like motorcycles) too.
YES the person above is how I see this. Why do people say co-op will ruin the game? You don't have to play co-op, you can still play singleplayer. Just think how great it will be playing with a friend. Building cool bases and doing quests together. #yes2fallout4coop

Problem that I see with co-op for a game like this would be Stealth. It's hard enough being stealthy with companions, and they are actually able to be stealthy. Imagine how much worse it would be for the ninja character when they're adventuring with some guy in Power Armor with a Gatling Laser, agroing every living thing in the map cell. Unless a lot of mechanics overhauls are worked out, co-op would be neigh impossible to do. A friend and I have been theory-crafting ideas for this, and it could work, but only with extreme coordination between the players and one hell of a good dev team. --Transcendantviewer (talk) 08:49, December 21, 2015 (UTC)

No, you didn't miss anything. This is all theorycraft about what could be if it was ever done. To answer your question, the best idea I can come up with would be something similar to the 'Slowing effect' from Jet, or a prompt allowing the other player to potentially act in V.A.T.S. as well, should they accept. The 'Looking at the Pip-Boy' pause animation would be handled like in Borderlands. It will pause the game in single-player mode, but in Co-op, it simply doesn't. Everyone Wondered why multiplayer was never released, I've got just the idea for that! As we know, Multiplayer would ruin their quest line they want you to play. If instead of a Normal DLC they recreate the Capital Wasteland, they won't get any quest until they find one to do by talking to the people of the capital wasteland. This would be a great Multiplayer because of there will be all your Fallout 3 Originals in an anniversary just for you and your friends to explore. This is also most positively does not ruin your quest line at all. It just a explorable world coop. And meeting some of your hated or Friendly Factions like BOS and Institute. No Companions can be brought in the capital wasteland due to Multiplayer Restrictions. This is a rule for multiplayer and companions were already used in fallout 3, so companions are unavailable only inviting your friend he'll be the companion. Players as companions are manual versions and can open a trade menu to swap or carry items like companions, players who join chose a beneficial perk also when players join you and their health is depleted, they will need a stimpak to continue fighting with you or they use one manually, host dies when health is depleted. Partners cannot talk to you in game like piper, dogmeat. Their perk is active when chosen, so chose wisely. your parthner can only separate you by 25 meters to reduce in game ruining.
New modders may not be aware of what makes Steam an awful Platform, whether you use Steam Workshop for mods or not.
Experienced Modders may not be aware of the changes to Steam's update settings (Skip to Heading, Recent Steam Change).
Updating both the Game and mods can break your game and/or mods, when done automatically.
It needs planning and testting first to see what's changed, sometimes mods also require an update, due to changes in the game or even other mods.
The absolute worst way to update a modded game, is to do it automatically like Steam and the Workshop.
This is the main reason that Steam Workshop, isn't used at all by most experienced modders.
If we want a mod, only available on the Workshop, We subscribe only long enough to download and archive (,7z, .rar or .zip) the 2 files all Workhop mods must have (.esp and .bsa which is now .ba2 in Fallout 4).
Mods here on Nexus and otther sites can come as loose files and folders or packed in a .bsa/.ba2 file. Then we use our chosen Mod Manager, to install that archive, like any other mod.
If possible I recommend getting games you want to mod from GOG, their DRM free games are ideal for modding.
GOG Galaxy allows you to set Auto Updates for each game and they provide manual installers as well, it's up to you which you use.
Falout 4 doesn't have that option and Steam doesn't allow you to turn off Auto Updates for just one game.
Recent Steam Change
Indeed you can't turn off auto updates for Steam at all, the best you can do is limit them to one hour per day (Downloads Tab in Steam's Settings).
Setting this time to when your PC is shutdown and you're generally asleep, may not be enough, though it appears to work for me, so far.
In the past, only running Steam in offline mode, would ensure no auto updates ran and going online, would start any auto-updates, as soon as you went online.
The recent change to Steam gives you an online option now, it appears to work well enough, I see games listed needing updates that haven't triggered.
Though I still prefer offline mode, at the moment. Until I'm sure Fallout 4 doesn't update. I can at least check Steam for an update, without actually triggering it.
Now you're in charge of Updating, when should you Update.
Generally the less experienced you are the longer you wait. Other more experienced modders, will test the game for changes. Collectively, the community will quickly find out if mods need fixing.
It always depends on what mods you use and their requirements for other mods. If a mod is changed and is one, another mod relies on it, the dependant mod may need an update as well.
Game changes cause the most problems, because every mod relies on the game. Some key mods are used by many others, these are the next biggest problem creators.
Mods that only rely on the game rarely cause update issues, but rarely is not, never.
Can I Play Fallout 4
Supported mods are usually changed within days, but some mods get abandoned, will never be updated and just stop working.
Take charge of updating your modded game, before Steam does badly, what it does automatically.
